What's your BMI too? Getting rid of some fat should help you rid yourself of your butt and hips, at least a bit. I'll do part of the calculation for you. Divide your weight in pounds by 5.632, that should give you your BMI. The healthy range is 18.5-24.9, so the lower limit for you is 104.2 lbs.

It's true though, where I live in DC, we have tons of guys that are 5'6 and shorter. 5'4 and below is at the very low end but still doable. Also, these people are more than likely going to be Asian, middle eastern, spanish, etc. Again, it's all gonna be in your bone structure in your face. Even if you were taller it wouldn't matter without the face.
I've never seen a non-passing FtM that's been on T for >5 years. You'd be a manlet but there's no way you wouldn't pass.

There's also lifting, and if /fit/ is to be believed, shorter guys gain visible muscle more easily than tall guys.
