There are already laws against creating a hostile environment for employees. Harassment of employees isn't protected speech, because employment occurs within the terms of a contract with the government in which you agree to abide by the government's terms regarding employment. You can still misgender trans people as a private citizen as that is protected free speech, but if you do so in your role of the employer you have violated the terms of the contract and must face the consequences.
