Tight clothes will make the area look bigger, loose clothes will make it look smaller. That is because tight clothes leaves nothing to imagination, and shows whatever shape there is, while loose clothes lets the mind try to figure out what the shape and size is under the clothes.

Hip width isn't really there (0.84, or maybe lower, female average is 0.9 to 0.95).
Despite that, I think when using these kind of tricks it helps a bit.
Even though the shirt is as wide as the hips, the hips look like they're wider than the shirt, because it sort of looks like the hips are extending from the shirt.
The slight partition at the hips area, where loose shirt hits to top, and then jeans, should also with making the area look wider (some optical illusion thing).
When it comes to a floral dress, I don't think it's working with a trans girls body as much as you think.
The dress will be tight around the chest, and that would only enhance the size of the ribcage, and waist.
It does weigh out a bit with having the skirt part of the dress to be in an A shape, and extending out from the hips... But, I think the attention from the dress will be more at the top, which sort of downplays the positives of the A line skirt.
The top in your pic is also questionable. It flares out at the bottom, making hips look larger, but because of the tightness around the chest, it might actually do more damage than good.
I also think the idea of "boot cut" jeans is terrible, because those jeans are just plain ugly... and I honestly don't think it even hips with any kind of optical illusion, unless you're like trying to hide enormous calfs, or if the boot cut is very slight.
