My dad decided to get an oil filter and a thread adapter to use as a suppressor for his ruger 10/22, he says that you dont need to do any modifications to the filter and you just shoot through it. What im asking is, is my dad gunna fuck up real bad? Pic related

An oil filter is fairly disposable once it has run it's course, which is a plus I guess. Many suppressors are user serviceable at this point, so it isn't as big a deal as 10 or 20 years ago.

With the tax stamp cost, a commercial suppressor makes more sense.

The muzzle pressure is a lot higher with a shorter barrel, just like how a 10.5" barrel will have greater muzzle blast than a 16" and a 16" will have a greater muzzle blast than a 20" barrel firing the same ammo.

The issue in the US is the tax stamp at $200, making a $150 rimfire suppressor $350. A user servicable suppressor, even one that requires rebuilding the suppressor in the serialized and registered body, will be generally be cheaper if you shoot a fair bit.

The tax stamp thing is also a lot of the reason you sometimes see 22LR firearms with fairly high end suppressors meant for 223/5.56, given that buying a $500-$1000 suppressor means only one tax stamp.

Use it as a solvent trap, fine. Just remember the purchase alone most likely already has you on a list. ATF finds a filter in your trash with a bullet hole in it, expect federal prison.
It's a stupid rule to be restricting suppressors, but the rule exists. Until it doesn't, don't be foolish.
Besides all that, an oil can suppressor makes your front sight useless and aiming is complete guesswork unless you have an optic that is higher than the filter. Ergo, useless for quiet practice, useless to carry around concealed, useless in general except to be able to say it cuts the noise in half on a round you can only fire inaccurately and with no one else around to report you to the Feds.
So a little research and then write a letter to your US congressman about how silly it is to regulate suppressors for mostly mythical reasons when they could make target practice safer and less annoying to neighbors.
I'm surprised they haven't gone the other direction and required them.
