Colors don't "stick out" to a greater degree for those who are color blind. They stick out less. A color which performs the blending function has two properties. The first is to match the color HUE. This is the function which is not interpreted by color blind individuals. The second function, which is equally as important for people who can see color, is color VALUE. I have bright red hair, and whenever I go and play paintball, I only ever get shot in the head. Everybody I go with has darker hair or is wearing a hat, and they are only ever shot in the body. It might be how retardedly aggressive I play, but I think it's more likely that my bright colored hair just draws more attention.
