You need to get enough forward speed so that the airflow over the wings generates enough lift to get you airborne. As far as i know this protocol is the same for every airforce in the world.

Most modern aircraft are really simple to fly and has a huge thrust. Starting them up could be a bit tricky since you first have to start the APU and then the main engine and since they are full of computers.
But once you have that sorted out the take off is pretty much:

>increase thrust
>pull stick back
Landing on the other hand is more complicated.

I think they're talking about the actual protocol, like getting the weapons loaded onto the aircraft, getting the aircraft readied for flight, communicating with the traffic controllers, getting takeoff permission, etc.
