Because the one thing the M1895 needed to be THE machine gun of the 20th century was a piston instead of that flapping lever. Add a quick change barrel and you're not far off from a modern GPMG in terms of weight and utility.

they use a retarded recoil system with a tension spring instead of a compression spring, so the recoil spring stretches out overtime leading to bolt overtravel that breaks the receiver irreparably.
also they're pencil thin barrels and polymer lower/upper mean it's like a 3moa rifle in best case scenarios
and the folding stock is literally held in place by a crown bolt.

I must indeed say that Richard Gatlings intention of creating machine guns is pretty fascinating.
He knew that you needed up to four soldiers to deploy and fire a machine gun consequently. This made those 4 soldiers pretty vulnerable. He wanted to created a machine gun which could be used by a single person, so that the army didn't need to basically sacrifice 4 soldiers and put them to the front just for one weapon. Richard Gatling made many inventions, more than just guns and he did this to actually save lives.
