It wasn't so much the black powder as it was the projectile. Early soft lead bullets would deform and slide along the skull instead of penetrating. Modern jacketed and hard-cast rounds don't have this problem.

A .22 cal round to the rear of the skull where the spinal chord attaches should dispose of a bear.
.45acp, .45lc, and .410g slugs can also end a bear. Preferably FMJ or hollow-point.
You can use a firearm for defense against bears. Just not a weak or old-timey one.
It should be a last resort, though. Most times, even if the bear is charging at you, if you charge back at it, they'll run away.
