Actually it's designed to do just that and it works wonderfully.
Farting out 1000 bullets everywhere at close range.
Great for vehicle crew members or as a back-up automatic to have in a pinch when you just need to spray and pray.

It was intended to be used mostly as a regular pistol, however, one that could turn semi-auto and sperg out a lotta bullets if you find yourself in a situation where a full-auto close-combat gun was necessary.
At the time it was created, full-auto pistols weren't being fabricated. At best you got a M92F with burst mode.

Think of it somewhat like a pistol, with a greater versatility to provide:
a.) cover fire
b.) area suppression
c.) intimidation
d.) stopping power / light armored vehicle takedown
If you were in a situation where a machine pistol was all that you had, and you came up against a team of shooters with assault style rifles, then accuracy would indeed be a big issue. Best case scenario, what would most likely happen is you would be pinned down behind cover, and not able to hit back without compromising your position. If you had a rifle, at least you'd be able to have confidence that if you stuck out for a second, you could actually hit something.
What this means, most practically, is that you only carry an automatic pistol as part of a team where other operators are either carrying rifles, or can quickly come to assist. In that case, you will tend to have a greater mobility and concealment, making you well suited to a team role of point-person, scout, interior back-up, last-line of defense, etc.
On the other hand, in close quarters situations, accuracy isn't as much of an issue because you typically look for advantages that overwhelmingly make up for it anyways. If you don't find these advantages, you typically wouldn't engage, regardless of whether or not you had a more accurate weapon. These advantages would be things like:
a.) you are the one shooting first (e.g. shooter doesn't have a gun)
b.) shooter isn't aware that you're there (e.g. coming up behind them in a small room from 10 meters behind them)
c.) you have enough cover to be able to hide before the reply comes back (e.g., target out in open while you are near to a wall)

Lastly, what a machine pistol lacks in accuracy can be made up for by extensive training, as with other weapons. One of the greatest disadvantages of a machine pistol is that it simply requires a great deal of more time to become accustomed to flinging out such a high rate of fire from such a compact dispenser. But once that training has been obtained, one can do a number of things that are not possible with other weapons:

Open bolt SMGs are capable of being accurate in the hands of a competent user, and a high rate of fire is very helpful in close quarters.

I use to have toy uzi/microuzi's when I was a kid. Cap guns. micro uzi mac 10 was my favorite.
Wouldn't really want a semi version of one but a select fire full auto would be pretty nice.

The Mini Uzi has a folding stock and is accurate to about 100m in semi-auto. It offers good firepower at close range and in a compact package. It was a perfect weapon when dealing in close quarters (in ships, airplanes...) or when you needed a concealable gun (bodyguards, secret agents...). Also, don't forget that it was designed during a time where only frontline combat troops, SWAT teams and police officers had access to body armor. The average terrorist or criminal would wear no armor. So, 9x19mm would be way enough. That said, SITES Spectre is best 1980's SMG.
