Depends on your definition of "best". The Ciras has more IIIA coverage, but you'll need BALCS inserts, the Banshee is just a plate carrier that can take soft side panels. It's like comparing a Jag and a Mustang. They're both sports cars but have very different methods.

I would pass on a CIRAS for CONUS civilian use. Those armor carriers make a lot of sense for SWAT cops who ride up to the house in their Bearcat and then walk 20 feet to the front door, but if you have to carry all your own shit it's a real pain, especially when you add on water and sustainment gear.

I anticipate lots of hiking, hot and humid landscape, and plenty of hills, but I have a lighter unarmed vest/belt I use for that.
Not getting shot is nice of course, so I'll likely send the PC through the same hike I normally do to get a feel of how it is.

I can't name any gun that's not worth at least "a look", but I've never fucked with the Ruger American, go for it. No reason to get rid of the M9 though, what do you use it for?

I don't shoot 5.56 except at work, I wish I could help but you'd be better off asking someone else here.

The rash will probably go away if you wipe it down with one of those Clorox disinfecting wipes at least twice a day, try not to sweat too much.

I'm currently saving for an M9, but I've been tempted by the Ruger as I have an SR9 and it shoots like a dream, so I figured the American has got to be even better than that. It'll be for CC, target shooting, the always looming threat of conflict. As of late I'm trying to bring everything I have up to a fighting standard, not a "I guess it'll work when I need it to". It's not going to fucking magic you into something else in a week. Give it a month or two. Hydrate. LIFT (none of this bullshit "run on a treadmill is my lifting routine!") and follow up your workouts with a fatty, sugary, protein-filled meal.

Keep cardio warmups to a minimum. Avoid pushups. Avoid pull-ups. Avoid swimming. Avoid any bodyweight exercises. Force your body to lift iron so it replenishes the broken down tissues with stout, dense muscle and bone.

Fuck man, 70's were the golden age of gear. OD green, flak jackets, webbing harness, bandoleers, chicom rigs, 20 round magazines, black leather boots, and no fucking molle anywhere to be seen. All of it just loosely hanging off the frame to give that relaxed, rag tag look.

Back in the day, we usually had an MRE, Brown wool sweater, woobie and sometimes a VS-17 and extra ammo inside, had poncho and overboots lashed to the bottom and first aid kit on the side. The buttpack works best with an LBV since you have both the alice buckles and the D-rings/straps to mount it with. With the Alice belt and Y-harness it flops all over the place. You can also clip a shoulder strap to the D-rings and use it as a man-purse.

So take for example, I have 3 mags centered on my PC, strong side IFAK, weak side radio. pistol is on my belt but I may get a drop holster since my pistol keeps hanging on my PC.

I need someplace to carry extra mags/ ammo/ batteries/ maybe a cleaning kit. Like a supplemental fighting load. I also have a recon ruck without a frame with clothes food water etc in it.

Does this sound like a good setup to use a buttpack for that extra ammo and wear it below my ruck?

Damnit I'm probably not describing this properly. I need my PC with its shit, my rucksack and all its shit that I can drop if i need to, but I need like a middle of the road something that's just extra ammo, smokes, etc.

I can tell you from personal use of a buttpack that you want to carry nothing in it that could be deemed important. It will take forever to get to it and don't weight it down too much because it'll hang funny. Imagine immediately having a Kim Kardashian ass and that's what it's like wearing a buttpack.
