I tried to buy my first gun today. A stripped Anderson Lower. BUT APPARENTLY THE ATF THINKS AN 18 YEAR OLD CAMT HAVE THE RESPONSABLILITY TO FOLLOW THE FUCKING LAW. I went to the shop, told the guy behind the counter I'm buying the lower, he rang me up, we went to the back, filled out all the paperwork, he was running my backround check, then BAM. Nope sorry kid. I ask why not? He says lowers can't be sold apparently to anyone under the age of 21 BECAUSE APPARENTLY I have the opportunity to make it into a pistol. FUCKING REEEEEEEEEEE AR'S ARE GOING TO BE BANNED BY THE TIME I TURN 21 AND IM NOT PAYING 2000 FOR SOMETHING I. CAN BUILD FOR 800 FUCK MY SHIT UP SENPAI

You can buy a fully assembled ar, but until a stripped lower has an upper with a 16 inch barrel attached it could either be designated as a pistol or rifle. It's bullshit, I know. But just get your mom or dad to buy it for you as a birthday gift, but don't pay them back or its technical a straw purchase
Lowers aren't long guns. You can buy rifles or shotguns but not AR lowers or tripod-mounted belt feds because fuck you you're not old enough to drink.

I've seen Police trade in Bushmasters and DPMS M4 clones on gun broker or gander mountain for about $500.00
They are used and have some handling marks, but are a good base to start with for a first beater AR or to strip and rebuild to your heart's / wallets content, here is a link to one

Want to be really pissed? A couple of sub-21 adults challenged that law in 2015 or 2014. It was upheld by a lower court under the justification that adults under 21 are not responsible enough to have handguns. And the Supreme Court refused to take it. It is legal precedent that your rights can be removed if you belong to a demographic that the court finds is not responsible enough to have them.

No. All lower of every type of new manufacture. Stripped, complete, stock, anything etc, must transfer as "other" on a 4473.
It is not a rifle or a pistol until a barreled upper is attached.

No. If you start from a non-"firearm" base like an 80% lower there's no issue. But for whatever reason if you don't feel comfortable with milling that out then buying a stripped lower is a common option. But because you can "make a pistol" stripped lowers get regulated as such.
I'm actually kind of surprised they don't make you go through an SBR stamp process because you "could" make an SBR from a stripped lower.

Besides, buy a cheap shit DPMS or something for now and then sell it when you turn 21 for a huge profit and buy what you want (assuming it's still an option by then). The BATFE has made it very clear that once a receiver is built into a rifle, whether by a factory or by you, it is always a rifle and converting it to a pistol is illegal. However, it is perfectly legal to build the receiver into a pistol first and then convert it to a rifle. If the receiver is built into a pistol first, you can configure it back and forth from handgun to rifle and back again as much as you want. However, you must be vigilant to ensure that a shorter than 16″ barrel is never on the receiver at the same time as a stock.
