There is video from another angle. From what i saw there were cops behind a cop car engaging fire with the suspect and it looks as if he was running away from them into the direction of the cop around the pillar. It looks like (speculating based on what I saw) the cop at the pillar thought he had advantage over the guy since he was running towards his direction and instead you saw the guy take that cop out and continue running the opposite direction from the cops.

Also, even in urban environments, there's shit loads of landscaping that make for good cover which multicam also blends in with.
