All shitposting aside, yes, you can easily build an AR for less than 700$ in California. You can even buy a complete one for less than that. They are becoming scarce because of the gunpocalypse, but I'm still seeing Armslist and Calguns ads.

Basically, acquire lower, or 80% and complete it, go to PSA and order a rifle kit.
