They want to look good, by buying the hottest shit on the market, but at the same time be use domestic stuff to boost nationalism, which typically turns to shit; this all leads to a logistical nightmare of mostly Russian hardware mixed/being replaced with Indian hardware which typically is "Western" or indigenous.
Their development and R&D is corrupted to hell and produces mediocre results.

Thing with India is that everything in their government is a scam.
Any time anything gets contracted out to their government in any way, there is going to be someone who is going to fleece this contract for all that it's worth, they'll often scrape the actual project bare, try to use as little money as they can to do their job (and this will usually be an absolutely abysmal product or service because of it, see the INSAS), and put the rest in their pocket.
