Training consist of rucking, rucking, and more rucking interspersed with land nav, combat-focused marksmanship, survival training, hand to hand combat, battle drills, and improvised explosives/demo. In 24 months, one has a squad of infantry able to go toe-to-toe with the best in the world. 45k is way too small of a budget, tho

Cars: 3 cheep ass toyota hilux, paint them green or whatever
Guns: ak, fal or ar depending on the cost of the System (gun, mags, ammo)
Glothes: good shoos, the rest depends on your location. Dont forget winter clothes
Gear: backpack and chest rig
Training: begin with the basics and go to the complex tasks
You will need 8weeks to 6months (depending on the amount of training per day) to teach them the basics of a soldier (shooting, comunication, marching, camping, navigation, first aid ...)
Then you will have to specialise them for theyr tasks (communication, explosives, dm, teamleader) (4weeks to 6 months)
After that you will build and train teams and let th learn the team tasks (cqb, checkpoint, intelligence gathering ...)
When the teams can do their tasks you will have to train the teams in cooperation and doeing bigger tasks together

Improvisation and specialization are needed. Rather than buying expensive shotguns, simply modify hunting models, same for rifles. IEDs can be used in place of grenades, cheap cars in place of technicals, surplus instead of brand new DPMs. Alot of money can be saved by just buying second hand. The only issue is a loss of quality but they don't be teir-one level. Id say arming them to a similar spec to IRA during the Troubles then training them in guerilla warfare would produce the best possible soldiers. Id split them into two fire teams of seven with a sharpshooter (armed with a second hand semi-auto hunting rifle), a cqb specialist with a sawn off 12 ga semi auto, the rest with second hand ARs. Training wold be focussed around stealth and disruption to make the most of low numbers. The final operative would be trained as a commander. He'd need coms gear to contact the squad, probably short range radios would be best on the budget.

Split them into two squads of 7 with one extra guy as leader. Split those into a fireteam of 3 riflemen and a DMR, and 3 man mg team.

Riflemen armed with ARs or something, DMRs and MG something in .308 or whatever.

Your equipment will probably be woodland camo uniform with an alice rig and pack.

Spend whatevers left on ammo emphasizing practical accuracy and how to bound, flank, etc.

Exact loadout would depend on agency but DoD hands out all its surplus gear to other agency for free so lots of lot M16/M4 rifles, muilticam, old plates and whatever optics are available at that time. The 45k would go to whatever specialized equipment is required.

Create a PMC strictly focusing on budget long range warefare. Get decent surplus rifles for most of them, probably scoped lee enfields. Grab suplies from a hardware store to make some mortors, you know, steel pipes and fertilizer. Train them how to make camo out of anything. Daily shooting practice if budget allows. Some cqc training will be necessary, just in case.

That makes only $3000 per person for gear and training equipment. What the fuck do you want I do with that? Even the fucking boy scouts have better budgets than that.

Only one thing to do: do it the African way. Instead of rifles we use sticks (ammo is too expensive anyway). There are no uniforms. People will wear the clothes they came with. Training will consist of running around, doing push-ups/pull-ups/sit-ups, climbs, and obstacle races. Hand-to-hand combat is cheap, too. Land navigation training doesn't require much gear and is cheap to train too. Hand grenade throwing can be trained by using rocks. March drills.

After the first first or second month, people will get issued cheap as fuck rifles and will train to field-strip them until they can do it blindfolded. Drills that were made with sticks, will be done with real rifles.

Again, one or two months later people will start learn shooting.

After that, they will be trained basic infantrymen. It should take about 6 months.

spend the rest on gas, jerry cans, canteens, repair manuals for the trucks, etc

they'd have to be trained as an irregular force for hit and run attacks and sabotage. the problem is that there isn't enough money for proper explosives. they'd probably have to rely on arson combined with primitive booby traps to stall the fire brigade.
if there was more money I'd buy plastique, grenades, detachable 30 round magazines for the rifles, optics, threading and porting/shortening the rifle barrels for suppressors, web gear; basically in that order.
the soldiers are trained in hand to hand fighting, basic infantry movement, accurate rock/grenade throwing, dismounting the trucks under fire, entering secured facilities, basic marksmanship.
the airsoft rifles are used for red vs blue training, manuevers, etc. the US military uses a milo laser system, this is cheaper and about as effective.
there are probably some supplies missing. either the recruits need to take part time jobs to pay for the remaining tools/parts, or they'll be sent on missions to steal the stuff from suburban garages.

of course, in jagged alliance I'd just buy pistols, hire the cheapest nutjobs available and worry about the rest later

acquire some weapons (pistols, sawn-off shotguns, sledgehammers), vehicles (bikes & vans) & radios.
use them to knock over jewellery stores for funds. have perimeter lookouts; rock up on bikes: smash & bgrab, exit to somewhere out of sight/cctv & get in the vans to exfil.
sell the stones seperately and melt the gold into generic rings/bracelets/coins to sell though cashforgold websites/pawnshops. Use cut-outs for this.
Use the funds to acquire as well as fake ID's for setting bank accounts, shell companies and fake businesses for frauds. Use wealth to buy politicians/set them up for blackmail.
