Is it true that I can safely fire .223 in a gun chambered for 5.56?
I don't mean in a 'yeah it'll fit and fire but probably shouldn't' sense, but more in the 'you can actively shoot either cal through the gun like it was normal to no ill effect'.

No, it isn't. Depending on the load, 5.56 can VASTLY exceed the pressure for a .223 chamber and bork up everything.

Dimensionally, they are identical, so it will chamber just fine. The .223 is actually lower in pressure than the 5.56, so there's no danger of a catastrophic failure. 5.56 in a .223 may give you some issues, though.

I've read that 5.56x45 has a shorter throat and higher pressure than .223. Has anyone ever seen a chamber burst shooting 5.56 in their .223 gun?

The pressure can be insanely higher. There's no standards for 5.56 - mighr as well be wildcat.
However, the odds of having such a tight fitting, low pressure resiliency .223 barrel while also having a commercially purchased high pressure 5.56 round are pretty low. It's possible, but uncommon.
