Will it be less than the modern soldier due to budget/resource constraints and millions of conscripts?

Let's assume we are using modern technology.

True. I was considering that the next "World War" would likely be one where one country has a civil uprising, and every other country that has a vested interest in that country's resources or money dogpiles on the government/rebellion.

Looking at it broadly though, unless someone in Europe/Russia/North America suddenly forgets 75 years of warfare and rebellion to go full-retard on its citizens, a war similar in scale, structure, or situation to the previous World Wars is highly unlikely. Between the aforementioned countries' (relatively) stable economy/infrastructure/power base, the network of financial aid that those countries have, the placation of its citizens, and the threat of everyone trying out their toys on each other, it just isn't an imminent danger. It appears as though the age of asymmetric warfare between third-world disorganized militants and organized first-/second-world militaries is here to stay.

As seen in op's pic, the cost per soldier from WWII to current operations increased by a factor of 103, back then, only 3.43* as many people were lost.
If healthy military age bodies are as available as they are now, we'll see shit like the vietnamese and muslims doing alright at dicking well equipped invasions.
So my pick for WW-3 'load-out' will be anything the fuckers can carry ammo with, and a rifle that shoots.

That's because it's a more rare collectors piece, and there's little supply to great demand.

Looking at the prices, 170 dollars could be realistic for the price of a WWII kit.
If you remove the cost for collector demand, consider that it's mostly just cloth, and remember that they mass produced it like you wouldn't believe then yeah. The economies of scale must have been ridiculous on these back in the day.

Considering how many Garands and steel pot helmets were manufactured it could be possible to make their combined cost 100 dollars or less.
