Depends on how it's used but it was mostly a marketing issue. Better heavier bullets compared to the Tok plus a handy 6 shot,small frame revolver that'll take several different cartridges isn't a bad idea. selling nothing but Shorties and a single action....not so much
What it really needed at inception was a longer barrel and a lever gun companion… besides, you know how much of a hard on people have for 7.62x25 even though other round surpass it as well

Where do you live?
When I first got into .357 Sig, about 2 years ago, it was nowhere to be found in the state of Colorado, now the local Cabelas has plenty in stock pretty much all the time, and a pretty good selection too. Its only slightly more expensive for plinking ammo than .45 acp, and only slightly more expensive for defense ammo than 10mm. You can also find it at local shops, but they charge 30-50% more per box.

Ruger had a seven shot GP100 in .327. Apparently it didn't sell well. Neither did the eight shot Blackhawk.
Currently the snubby is an LCR. The only SP101 is a four inch model with target sights.
A lever gun in .327 would be pretty boss. What I'd like to see is Ruger bring back the Deerfield Carbine and offer it in all the standard length Magnum calibers.

I would argue the heavier bullets point to a degree, as I have never had a problem with my tok feeding everything from 90gr JHPs to 110 SPs.
But other than that, I think you are correct. As long as 327 has ruger's support, it'll putter along.
