You have to be a sniper for it to be a sniper's rifle. But if you're looking into a long to mid range set up, I'll contriboot.
Here and there you can find Remington 700 barreled actions, or just the action, if you'd prefer to build your own. Old Mauser rifles are also a good platform to start tearing down and adding modern parts to.
Complete rifles though, I hear the newer 700s are shit tier. Tikka and Savage are supposedly killing the game right now, and aren't too pricey. Of course you can find an old Winchester and get all Carlos Hathcock on some steel.
Worth noting that AR-15s can be built into SPR clones with some damn good results, but can get pricey.
