The president is allowed to unilaterally deploy any of the US armed forces into a region for 60 days before seeking congressional approval for an extension.
He's the commander in chief of the armed forces, not just the MUHREENS. The marines just happen to be the closest to the problem spots in general and relatively autonomous, so they get sent in first. In the case of Mogadishu it was a combination of the UN and Congress approving an extension on operations in that area.

I went through Army basic training, it is easy as fuck. To become an infantryman we just have to march 12 miles(I only had about 45minutes of sleep, 4 hours less than everyone else and I still managed to do better than most), to even graduate the USMC you have to march 50miles in 2 days with little to no sleep. Well the hardest part about Serbian training is the trainers themselves, if you are becoming a Combat job they shoot live rounds right next to you, maybe inches away, while you are crawling in mud. The fighting pit is probably the next hardest, but it is most fun. If you are a trouble maker/criminal/gang member/fighter etc. you will be put in a Combat unit notorious for having those kinds of people. So now you are adding other factors. Either way, they are not going to be airlifting the airborne corps when they do not have air supremacy. USAF can airlift Army ground forces to friendly ranges outside of enemy AA and be just as effective as USMC and USN assets.
