Japan doesn't want to get nukes because that could make them a very big power in the SEA, something they have absolutely no interest in and they like fucking around with Chinese fishermen and you can't do that if it might escalate.
South Korean doesn't want to because they are on a pretty small patch of land and if they arm up with tactical nukes it'll be pretty hard to stop that shit from messing with thier side of the DMZ. whatever Pyongyang lobs over that they managed to cobble together won't do much damage and it's not worth looking

Its a nice principle that has led to one of the longest periods of human history without all out war. But in a literal sense from an individual perspective it doesnt exist.
Correct me if im wrong, but OPpenheimer spelled out the nuclear options that face Russia v US, and they pretty much all hinge on who goes first.
If whoever goes first, they HAVE to dedicate a huge percentage of their strike towards knocking out most of the opponents retaliatory capability, which means nuking a whole lot of shit in the middle of nowhere. Which while it mutes the enemies retaliatory capabilites, it doesnt do a whole lot to hit population/production centers and do real lasting damage.
If they go for the aforementioned areas first, it leaves them open to a HUGE return strike, but the defender gets to pick and choose where to hit, because the enemy has presumably launched everything they have.
Interesting game theory, but 99% of the time it doesnt result in massive nuclear holocaust of the large population centers.
Pretty much all posturing/waiting for the other guy to figure out a way to "beat" ICBMs.

In a full scale nuclear war, targets would be hit with a saturation on nukes. A metropolitan are like San Francisco or Chicago would receive as many as 40 hits.
