No that is a pistol with a stock. I guess it's a sort of chicken or egg sort of thing but Luger made the pistol, then the German army decided certain versions needed a removable stock, but it's a pistol. They never did make a select fire version, the Luger's action fired too quick in full auto.
But a weapon like the C-96 or the Glock 18 are select fire weapons with removable stocks, are they SMGs? No the more used terminology is a "machine pistol"
The exact cutoff between "machine pistol" and SMG is blurry, I would generally put it at the point where there is a dedicated handguard at the front for the off hand, so a micro-uzi would be a machine pistol, and a mini-uzi a very small SMG.

The weapon is called the Vector and is produced by KRISS. A KRISS (company) Vector (model). Like a Colt (company) 1911 (model).
And no, it doesn't really fit in a holster or fore comfortably with a standard pistol grip. Because it is an SMG, ergonomically it is designed to be fired with one hand on the grip and one on the fore end.
