technically it's a multi stage projectile. First is a small (purely in terms of relative size of the round) future gunpowder which gets the round out of the bolter at a decent velocity, at which point the fuel inside the round begins to burn at get the round going much faster and I believe also aid in the spin of the round to make up for the short barrel.
Don't forget that they're oversized for a regular, non-genefucked human.
