WHAT THE HECK IS THIS PLANE
So I just saw a very large (jet liner or bigger) four engine plane flying southwest over Sacramento, and it was low. That's not a normal flight path, and it's very strange to see. I looked at it with binoculars, and it was all white with no tail number.
Intrigued, I looked up current flights on FlightRadar24, and this is what came up:
No callsign. No make. No model.
BUT.
The Mode-S transponder is shooting out a '249249', which is what the USAF uses to hide some of their airframes, or so my googling brings.
It left from somewhere east of New Mexico, as the radar only detected it after it crossed the mountain range.

It's a series of tanks with solenoids running between each one. I could not get any simpler while accomplishing the same goal. In fact, a "them trail" dispenser could be far simpler, because each tank would really only have to be in series with one another. The only flow regulation in such a scenario is out of the series of tanks, which would be a hell of alot simpler

The thing about your claim is, the tanks in the photo are pressure vessels, not just simple tanks for ballast.
The MTS SoClean level sensor on top of each suggests they are intended to contain a liquid. The gray pipe leaving the bottom of each is marked with a checkerboard indicator. Checkerboard applied to piping means a pressure differential against atmospheric, though yellow/black is not a standard. Per OSHA standard it means hazard, so I wonder if that is the purpose of the marking. Water alone wouldn't be a hazard nor would the head pressure those tanks could produce warrant marking their drains with pressure warnings.
There is a valve at the bottom of each that is wired to the controllers sitting on top. No similar valve exists on top. The loop of poly tubing lands on a T at each tank, apart from the 2 at the bottom of the frame. Presumably those are the last tanks in line. The tubing makes no sense as a means to fill the tanks, or exchange water from one to the next, because it isn't possible to control the destination tank...no valves on top. Certainly all tanks could be filled using this loop, but not in a controlled way.
The tubing does make sense as means of pressurizing all tanks equally, with air.
Also there is a brightly patterned umbrella visible, so maybe this is just water and due to the shitty design of the system it regularly blows hoses and the repairman has to use the umbrella to stay dry while fixing it.
