From what I've read, there is a lot of corruption, backstabbing, and incompetence, with some success stories mixed in. Very rarely are the men they train any good because of culture differences. You can't shake off a people's laziness or general lack of attention to detail with only a few weeks or months of training. There are just some things that need to be ingrained in cultures for them to be effective soldiers.

They hoped SF could be used to develop indigenous opposition forces, or do surgical strikes to quietly take out the C4IM, such as it is, but the enemy are too numerous, decentralized, and politically unstable.

ISIS, for example, demands carpet bombing. Arc Light strikes. Curtis LeMay's wet dream. But the present administration cannot have any more boots on the ground if they are to stay on script, so try to send 10 green beanies to do the job of 100 grunts.

It's an ingenious system. Unconventional ware fare creates allies today that could be enemies tomorrow. Those enemies will need to be defeated with new allies, and so on and so forth.
