Unfortunately, the "Russian Self Defense Forces" meme has made people forget that there were actually such militias operating alongside the regular Russian forces. I suspect it was these forces that used it. Though, I have also seen it used as a sniper in the War in Donbass, but I doubt I could find the video again.

It is not a great rifle, I own two of them, but it punches hard over a long distance when you can manage to land fire deliberately.
