If you're talking about the militia, probably because of the increased threat of foriegn terror attacks in the last ten years, vast distrust in a government that works tirelessly to strip individuals of their rights, and huge social divide where people break into factions based on political, religious, and other personal views. So yea, having a group of armed, trained individuals that swear to protect each other and their communities aren't a bad idea.
If you're talking about the edgy skull masks, it's to protect their identities, intimidate foes, and easily identify one another. Once again, not an awful idea.
