Quibble over definitions of a "standing army" if you like, but there has been a core US military force in the continental US going back to the 1780s. That was the United States Army in its contemporary form.

Idea: acquire an off shore plant of sorts. Like an old oil platform or a research facility. Make sure it is in international waters. populate it with /k/ommandos and the like. Start a greenhouse on one of the struts for food. You could provide PMC services to neighbouring countries to make money. And claim yourself as an independent nation. You'll have your own little slice of heaven. You could even call it something like Outer Heaven. And it would be the Mother Base of your operations. It would have to be ran by a Boss, hopefully one of large stature. You might even get a nuke if you're lucky.
