If you like history and want a semi auto, an SKS is a good choice and (relatively) cheap.
ARs are also cheap, and about as American as can be.

It's reliable, it's American, and you can spend as little as $600-700 on one.

You can build a nice AR for that, most milsurp bolt guns fall into that price range (but ammo is much more pricey and less available), a WASR can be had and a half case of ammo, a SKS and a whole case of ammo.

I'm 18, and working over the summer until I leave for college. I had my dad buy me a lower and I built an AR.
I work at a pizza place, I make $200-$300 a week including tips. I just bought 5 80%ers to finish with a family friend. I live behind enemy lines (Ca) but still manage to have all of the standard capacity mags.
If you have the $800 right now, I suggest a SW MP15 Sport 2. You can find them online, I even think they're less than $800 msrp. I think I might even pick one up instead of making one or two of my lowers into rifles.
Get the rifle, get 10 D&H mags for $6.99 from PSA, people talk shit but mine have been flawless. After that check ammoseek or gunbot for the cheapest brass cased ammo you can find. I recommend Wolf Gold.

For the serious answer, ruger AR556 would be a good one, as it meets most of your criteria, minus historical. My first rifle was a 10/22
