That depends brah. If you want it for the fun of having a PC, or you want it in case of Chimpout protection, go with PC. If you want something to carry mags and tactical shit, either for the range or messing around, I'd say go with a chest rig. HSGI and TAG both make some neat ones that have matching hydration pouches you can get on the back that replace the back harness. You can get chest rigs that are just a flat MOLLE panel so you can put your own stuff on, and they also make them pre set up with integrated pouches for mags, IFAK, and other assorted stuff.
IMO a chest rig would be more practical. My plate carrier is fun but it gets heavy and hot. Plus it's not the greatest as a gear carrier; reloads are awkward and anything located on the cumberbun is right underneath your armpit and is a really awkward reach, so I try to put as much stuff as possible on my belt.
