They set directives. AKA recommendations that they expect the membering countries to adapt AS local laws. And even then there's some flexibility in the matter HOW they choose to adapt them. Some countries love to go overboard and exceed the recommended limits, while some don't generally give a fuck. Even outright, blunt "No" is an option, but requires some huge balls from the politicians.
This is the reason Finland's been (so far) against the thing, saying that things won't change. For starters, it would seriously hinder, potentially even kill the big reservist activities in the country, plus we already got some strict laws in the first place.
If you are still worried of this thing, contact your country's leaders and the fags at EU.

If you don't want to write stuff yourself, you can expect form letters to pop up in the next following days. Your local sportshooting federations will likely put something out, as will general interest sites like all4shooters.com.
In general, form letters are more likely to be dismissed faster, but then again for many politicians they'll likely just read the title & that's it. If you're lucky an assistant or intern might read it whole if it's not a form letter.
