Why isn't there something along the lines of a "solar panel" that absorbs nuclear radiation? Something along the lines of a little sphere with the interior lined with these panels and a piece of nuclear material in the center. Does anything like this exist or is being developed?

You can have Radio Thermal Generators but they produce very little power.
You can however combine a nuclear reactor with phosphors emitting light in a specific frequency that is gathered by photovoltaic cells that work best with that wavelength as a mean of co-generation along with the heat but you need a full blown nuclear reactor for that

Don't wear the shit at home. In fact, if we ever get attacked we should just dump all nuclear material we have in weapon form on whatever enemy attacks us. That way we get rid of the risk of it blowing up at home, by blowing up the enemy.
If only there were a way to deliver nuclear powered weapons to an enemy in a way that would not only keep the US safe by not having them at home, but also have a negative effect on the enemy as well.
