metal-working artist and mechanical eng. dropout dragged into life of crime (might be a trap)
barely visible power level kommando cop/private security contractor (6'12" 400lb orc operator)

2030's(maybe 50's) after an unexplained combination of Hillary and Trump type world leaders are elected around the world, a couple middle eastern countries become united daesh eremites.
Since the Federal Gov has become too busy with daesh and Commie countries with funny alphabets, State Gov's pretty much ignore Federal law, and act as their own little countries, some places like CA and WA slowly drifting towards civil war, the Rocky mountain states seek to form their own territory, Nevada becomes Government land, Coastal Texas turns into an old west new Istanbul, nearly lawless, and the biggest port in the country.

most of the east coast is under pseudo martial law, citizenry is mostly upper middle class that relocated to be disarmed and feel safe under the nearby federal gov which has taken over Delaware, nearly all of MD, and about half of Virgina. curfew in effect, racial profiling is norm again, its a whitebread soccormom suburbia with armed guards and drones to keep it that way.
now, these new political conditions aren't a major focus in the story, since the focus is on the characters, (TWDMorgan/Rocko)scumbag with a growing conscience, (HunterS.T/Koko)artiste-cum-gun runner/dealer, and (Burt? type)the /k/ommando.
I think I have the story down for the first two, but the third, I want to know what /k/ would want to be in this situation.

While I commend your use of Jormungand images, I find the premise of the geopolitical situation in your setting a bit hard to grasp/unbelievable, but it's fiction so folks can get away with hypotheticals and such so long as it's realistic enough. That said, maybe distance things from the modern day a bit more if you're going to have law and order in the states be that degraded (you mentioned 2030s vs 2050s, go with the 2050s), that or have some other reason than us being too focused on Daesh/ISIS (which similarly the idea of them taking over all of the middle east is a bit of a stretch but again, fiction so whatever). The US has been in wars before and while shit has gotten hairy back home, see Vietnam, it never got as hairy as you're describing it so war can't be the only reason the government's just failing to ensure the states don't act semi-autonomously. Perhaps some of sort of succession crisis happens after the President and most of the government are killed somehow, and maybe to complicate things further maybe they were mid amending the succession laws whenever that happened. With no clear President or no at least no consensus amongst the states as to who should be President, I could easily see them starting to devolve into the sort of blocs you defined as their representatives all try to resolve that and presumably fail to reach a consensus (or do if that's what you want to happen) to allow for more division in the states.
Also, unless global warming shenanigans are occurring or some new Great Heat Wave or whatever, Jew York never regularly gets to 100+ like you mentioned here >>30229843. I should know, I've been stuck here for the majority of my life.

its just a very quick and rather dirty summation of an unfinished outline that I started last weekend.
Over the course of today, Ive been thinking about a gov superpower/ Illuminati conspiracy-come-to-light catalyst happen in he 80's or something to give the faction forming and political/economic degradation a little more breathing room. The focus is on the characters and their fringe involvement in these large scale situations, running around selling guns and munitions to state militaries and sweating through a checkpoint charlie at the Texas/Louisiana border.
However interesting, finding some reason [throughout the course of the story] for US fedgov to have broken down like this would be a bloody trilogy in and of itself. there's plenty of material to draw from flouride, chemtrails, the greys, FEMA camps somehow, or any number of X-files episodes lol

I plan on exaggerating some climate change claims, taking Manbearpig at his word, and turning Manhattan into a North American Venice, and a large portion of the US turning into desert, and Florida looking like something out of that old Blue 6 anime

Fair enough on the quick summary, I've got alt history book ideas I've been working on that are a fucking mouthful and a half to explain to anyone who asks or if I'm ever looking for feedback.
You mentioned though focusing on the people in the fringe. While obviously that has it's appeal in a sort of "ah, these are everyman characters I can relate to," you also get the advantage of not having to explain everything in the world through them other than whatever they'd organically see. Blessing if you don't wanna detail every aspect of what's happened in this world and/or don't want readers to nitpick that stuff apart, a pain though if you really wanna explain/showcase the entire world to the reader in a manner that isn't forced.
Either way, regardless of my rambling attempts at advice it seems like you've got a good sense for what you'd want to write in the setting and whatnot.
And nice on the traveling, you can find basic climate info online pretty easily but visiting the east coast can be alright. I'd try and make a comparison between NYC and somewhere in Europe, however aside from a rest-stop in London I've only seen Italy and I don't think the climate in NYC can be fairly compared to Italy's off the top of my head. Either way, climate research should be easy so I'm sure you'll be fine. NYC as a North American Venice I dig though, makes sense and I'd be interested if protagonists ever went there or anything.
If you're gonna turn most of the US into a desert, that's gonna impact worldwide food supplies a fair deal, could be useful in adding other stuff to the setting. And good, Florida can be reclaimed by the sea like she deserves to be.
