If the campus has any branch ROTC unit it's not to out of place honestly. While I was in NROTC (along with AF and Army units also on campus), the only backpacks that were approved for wear with our NWUs were solid black MOLLE 3-day packs similar to OPs pic so pretty much everyone had one as their backpack. As long as you don't deck it out with patches and other tacticool stuff, it really doesn't look any different than any other normal black backpack when wearing it with normal clothes.

This sounds like complete crap, so where are you getting your reference from? No ROTC unit is going to send their cadets/midshipmen to class with a ruck, and no one would (or would be allowed to) use a ruck as a backpack.
Did your ROTC cadets you're referring to not attend classes in uniform (at least once per week usually)? Plain "tactical" bags, sold at nearly every PX, are super common among ROTC units; people from units all over the South during our drill meets had them.
