Our forces have improved quite a bit during the last decade sure, even if there's been a couple stupid steps backwards too (like banning AP landmines). Still, gear and training-wise, it's better than ever.
That being said, considering how your people got buttfucked by ruskies for half a century, I'd say you've stood up and fixed your shit very well. Visited Tallinn during late 90s, when Mustamäe Turg was still up and running (sweet oldschool piratism!), and I still remember how places a bit off the center were in terrible state.
I'm also kinda jelly for your militia system. Sure, every man and woman that has gone through the military service in our country is instantly part of the reserves for the next few decades, but besides the "kinda active, yet kinda quiet" reservist clubs and related shooting sports, you really need to discipline yourself and invest into personal gear if you wanna be ready for the habbening.

I served in the same company with 2 different platoons of Eesti Scouts in Lebanon (UNIFIL "operation") and I can say nothing but the same, they are professional guys. They were really fed up with this operation though. I would be after Afghanistan aswell.

I served with a guy named Jogeva. He was the equivalent of a Ssgt in the Estonian military. He came to the US and enlisted in US Marine Infantry and had to start like everyone else as an e1. We were Lance criminals together.
He was good shit. Had a good sense of humor. One of the few Marines that could out drink me. I'd call him a Russian to piss him off. He'd get so frustrated on working parties, some higher up enlisted or officer would come by and ask how we are doing and he would yell "OH GOOD! THIS IS GREAT FUCKING TRAINING!"
I asked him once if the US Marines or Estonian military was harder. He just shrugged and said "about the same". Good man 10/10 would serve with again.

I just finished my military service in Estonian defence forces few weeks ago - I was in for 11 months, and now I am squad leader with my own reserve army squad I can count on - if shit hits the fan.
I think the magic behind defending Estonia is that nowadays almost every student around 16-17 has a an "national defence class". In such camps they learn how to shoot an gun, and how to hide themselves and what do in [insert situation here] - very basic guerilla/partisan warfare is teached in such camps - how to survive. I was an squad leader/teacher in one of such camps few months ago.
And i dare to say a country what has almost every other civilian know how to shoot an gun and how to survive in wild. It isn't good for an enemy morality.
Of course not everything is pretty as I just wrote ... but you'll get the idea.
