Why isn't there any fucking national media outrage and social media show boating of the criminals who rape and murder defenseless people in Congo and Darfur? So in the future they could parade how they were on the forefront of some sort of "crisis" and how after the wave of reporting, statistics showed that cases of some sort of happening were drastically declining.

Belgium, Australia, and Sweden have higher rape rates than the U.S. per 100,000 people, and the percentage of new rape cases in America has been drastically falling for the past twenty years. Rape in America gets center stage in the news, but violent crime rates in places like Chicago, Baltimore, and Detroit get put on the back-burner simply because nothing has been working to change the circumstances.
Rape is a major problem in parts of Africa where close to 200 people out of 100,000 get raped. It's a fucking health crisis because AIDs is spreading like wildfire.

That is not exactly true. A number of factors are at play, and it depends on the scenario that this happens in. If we just "poof" and replaced all of the black people with white people, the mob would move back in town, but the problem would be the same reason the mob left in the first place, the persistence, ruthlessness, reckless, and tribal tactics performed by gangs.
