There is something about the cavalry in WW1 that epitomises the superficial appeal of militarist glory with the reality of a meat grinder but war horse fails. That hardly is promoting of the Soviet state and its soldiers. A true propaganda film needs to elevate its side to gratuitous levels of righteousness and nobility, not just show enemy as a subhuman barbarian. It's a two way street. The film in question depicts a particularly vile SS unit that was reviled by just about everyone else in the German war machine, and shows them doing things exactly as they had. Meanwhile, the good side is either ineptly trying to fight, getting cut down, getting lost, and not even coming close to saving the day. The lead's induction into the partisan force, at long last, is shown as a tragic continuation of the conflict swallowing up young men to die. It's so blatant that it's set to fucking Requiem Masd in D Minor. Of course, a lot of the people decrying Come and See as a propaganda piece aren't bright enough to see this, and accuse anyone who points it out as being a Slav film major.
