Probably because they don't want those to be used against them...
Treaties and agreements are kinda 50/50, if one side breaks treaty to get an advantage the other side is likely to do the same.
There was a time when Russians and Germans weren't using explosive bullets, then side broke treaty and the other side immediately started using explosive bullets.
Also there's things like human compassion and wanting to minimize cruelty, pain, and deaths in war.

Potassium is highly reactive, makes a shitty poison, and a shitty explosive.
If you want explosve or poison bullets, there's more stable compounds that are easier to work with and store while also being more effective at the thing you want.

Additionally, the military can't use them, as they'd be expanding bullets, which are illegal.
