I don't think so. I mean they definitely had a tactical advantage due to location in Europe during the 60s and 70s but they could never have silenced the U.S. and the American Navy was at a pretty serious advantage throughout the entire Cold War. The Yank had the Pacific on lock as well.
The US had a larger population, more morale, more reliable allies, better technology and technological infrastructure, more wealth, and a more diverse economy. It is also much less accessible than Europe. In a long term conventional war my bet goes to them.
That point is irrelevant though because things would have probably gone nuclear as soon as the first shots were fired and this is pretty much what everyone was banking on.

The topic's about military power, not whether Russia knows how to develop an economy. Being able to hold off the massive Germany force in operation Barbarossa means quite the opposite of being a "weak country", at least for that period of time. Losing to Germany certainly wouldn't have made it any better for the current Russia.
