Corruption and incompetence are essential parts of military procurement.
Also the DoD outsourced all their engineering and design a few decades ago so they don't even know what they want. Contractors invent something, hire a few Generals, and they convince the military they need whatever it is.

The problem is we spent hundreds of thousands on blowtorched milsurp that couldn't leave the bases because it was too thin skinned for it's job
Growler even got banned from being used around Garrison as a staff vehicle and light truck. Deemed too unsafe compared to HMMWVs, John Deere Gators, Polaris Rangers, and civilian vehicles.
