Can someone explain what's the deal with damascus steel? Why do people say it's a lost technique?

It's a lost technique because:
A: They never passed on the method.
B: Wootz ore was mined out.

The ore had unique properties of composition that, when combined with the technique, resulted in the formation of carbon nanotubes in the steel that made for extremely high quality, durable blades.

Anything modern is what's actually Pattern Welding, which is a process of forging welding multiple steels into a single blank in layers, then forging, polishing, and etching to bring out the pattern.

there is pattern welded damascus, which is pretty common, and there is wootz, which indeed was lost and only recently has been rediscovered, but not fully understood yet.

P.S. a friend of mine lately bought a collection of 350 knifes, after careful inspection it turned out one of the blades was black Khorasan wootz, that single blade is worth more than he payed for the entire collection.

People can make wootz. Ric Furrer has been doing it, Walter Sorrells has the equipment to make it, though he tends to make his own tamahagane instead as he specializes in Japanese swords, and it's been done here by Niels Provos.

It's good steel, but modern stuff is better

Not him, but they actually are present in destructive testing of wootz steel samples. Due to the plant matter added in the crucible, combined with the vanadium impurity in the ore, carbon tubing does appear in the metal, formed around the grains rather than just in the standard martinsitic/bainitic/pearlitic formations. This provided the blades with an increased amount of ductility even when hardened, resulting in the historically documented blade breakages when clashing with european steel during the crusades.

carbon in steel doesn't form tubes.

carbon itself is extremely brittle compared to steel so if it was the case that there were tubes of carbon running through the metal, it would be the opposite of more ductile. also steel is more rigid than iron. ductility comws from the fact that carbon bonds change the crystalline structure of the metal.
