It's a LHD (Landing Helicopter Dock), a sort of amphibious assault ship. The deck can be used to operate VTOL craft or for storage of other equipment, at need. In this case, I'd guess marines are having some target practice off the deck, something that they likely never really need but dose, I've got to admit, look like fun.
The other possibility: Boat drive by on some Somalis.

I told you guys time and again. Any ship fitted with gliders carrying light tanks and or stugs will be nigh unbeatable. Here me out. Gliders are made of wood and thus naturally stealthy. They will silently (no engines) carry their payload and land on enemy ships. What's that? No space to land, you said? Kek. One word. Pegasus. So now, the gliders landed right? Well, the enemy sailors will now be alarmed and carry their dinky 9 mm pistols and maybe some anti boarding shotguns or even cutlasses. But nothing that they have can go against light tanks and or stugs. So now, you captured an enemy ship intact instead of sinking it. The tables are turned and the games a foot.
