France or Germany or the UK might have a shot of being not totally annihilated and taking some Chinese with them, but the Germans are probably 5-10 years away from actually being a nuclear state. Japan is much closer, probably 1-3 years. it's only cultural and legal taboos that prevent Japan from being a nuclear state.
There are small countries in europe too. I doubt Slovakia, Netherlans or Lithuania for example can win a war against someone.
