It's a subsonic armor piercing round. Fits a niche role; for when you'd like the noise of the body armor being punctured to be louder than the gunshot.

Well considering the only people using it are a single country's SF community and are too secretive to let anyone else use it, it's hard to tell.

Not really, but actually understanding this requires intimate knowledge on cartridge development and interior ballistics which most everyone lacks.
It was made to fill a role, and if you're limit your rating criteria simply on whether or not it throws the right bullet, then it fills the role well. If you Look at case capacity, working pressure, ballistic efficiency, and compare it to a comparable cartridge then its pretty damn cobbled together. Apparently at some point in development a conversation much like this transpired:

>Igor: Okay, we'll just take a big heavy bullet and put it in a small case.

>Igor: Nyet, thats stupid. Seated bullet vs case capacity is not advantageous. We will have a high volume of unburnt power. That leads to worse sound signature.

A cartridge like .338 Spectre can throw a comparable bullet to similar velocities in a similar length barrel while burning 4-8gr of various pistol powders. It does so without needing to bleed off excess pressure, there are no issues with cyclical timing, or anything of the sort. If Russia had the money and will to invent something like this they would have, but for some strange reason they went another route.
9x39 loads throw big, long, heavy bullets that can blow through hard barriers. They're don't break the sound barrier, and their signature isn't horrible when fired through a can. In that sense it does what it needs to do.

It's meant to be quiet and rape through armor, it does this passably.
