May issue is similar, but the issuing body has the right to refuse you for any other reason. Like in Commiefornia and Jew York they're may-issue states, but realistically they only issue if youve "donated" large amonts to the local PD or have some other leverage. Even then thats really only in the cities. Out in the country side the local sherriffs are effectively shall-issue areas because they arent tremendous faggots.
Upwards of 90% of the US is shall issue basically meaning you dont have to beg to the police about needing protection or some shit.
