There is only one such a babe and it was left in Ukraine along with the half-finished second airframe after the dissolution of the USSR. Russia could probably wind it up, as well as the almost complete 4th Slava-class cruiser rusting in Nikolayev, but Ukraine was always too salty to just let them to.

I think it was 'implied' the VTOL thrust would provide lift and maneuverability in flight.
