Assuming it's like pic related but on flat ground, get a shitty R/C car, strap a shitton of tannerite to it and drive it up to the son of a bitch then shoot the tannerite. If both go up, problem solved.
If it's a shite IED with a blasting cap in place of an impact/timer fuse then if you're EXTREMELY CAREFUL (I CANNOT STRESS THIS ENOUGH, DON'T DO THIS IF YOU DON'T HAVE TO) then you can pull the cap out of the main charge before removing the cap, rendering it inert.
Otherwise call a proper EOD. If you ARE the EOD and you can make explosives, use proper ones in favor of the shitty R/C car with tannerite method.
