Yeah. "28 degrees a second" is the official turn rate. And yeah, that's how far you can turn before stalling. The fact that the MiG had a similar one is telling; i.e. that's about how far you can push an airframe with modern tech.
Now the real magic is in post-stall maneuvering, where the thrust vectoring really takes over, and that's still classified as shit, for good reason. So like you say, Su-27, F-22, Rafale, Typhoon, any 4.5 or 5th gen with thrust vectoring is going to be even scarier.
