OP here; I only carry the pen because ( I know from experience ) even softer strikes to the back of the hand or into the neck hurt a lot. I don't have the fantasy of stopping the bad-guy and being the hero but, as you suggested, I want to follow my state, local and federal laws/regulations while giving myself the best chance to get home. If I can shine a bright light on somebody and make them back off that is awesome; same with using a force-multiplier grip with the pen into the front of the neck or an ice-pick grip into their hand or the side of their neck. All I want is to be as safe as I can be for both myself and those that care for me.

"Non-permissive carry" carry refers to carrying items that are not considered weapons and/or otherwise illegal ( you are using what the law permits you to carry ( permissive meaning "allowing or permitting" ). If the laws are permissive enough ( allow or permit ) for you to carry a firearm or blade that is wonderful. If you don't have that luxury you find yourself asking questions like I originally posted.

I carry a small folding buck, although that might not be what OP wants.
I think I'm going to invest in a smaller shotgun. Canadian gun laws are fucky, so its actually easier to get away with having a trunk shotgun than a carry handgun
