Soviet Union gear is always designed to be built and operated under the worst possible conditions. The Soviet Union is a huge vast wilderness east of the Ural Mountains. Where there are many rivers, lakes, and swamps. The Soviets will assume all bridges in countries they are invading are destroyed.
The USA on the other hand drops vehicles out of the airplanes or has a huge fleet of landing ships.
we're not crossing water anytime soon, no reason for the extra cost.

Well, a lot of American gear WAS amphibious. Then they up-armored it. Naturally, all that extra weight made it rather difficult to stay afloat, and thus they are no longer amphibious.
Further, Soviet doctrine was predominantly offensive. NATO was going to blow the majority of bridges before the Soviets took them. In order to keep up the momentum and exploit their successes, as was so crucial to Soviet doctrine, they needed gear that could cross the many rivers in Europe without a bridge. While massively slower than if they had a bridge to cross, it was better than nothing.
Note that Bradley's method to be called amphibious stinks and is no longer used.

Armor above HMG protection and swimming are generally mutually exclusive.
Where the Soviets would design a vehicle to ford a river, the US would just drop a bridge out of plane over it.
It's impossible to properly armor a vehicle and have it amphibious

These vehicles can ford like 2 meters deep water, so its not that bad.
Definately the US SHOULD have amphibious stuff, in every war theres always situations where it would have been useful.
